- 在油田作业权接管过程中，极易出现管理缺位、思想松懈、员工流失等不安全因素，引发生产安全事故。本文以中国石油赵东项目为例，介绍了对外合作项目作业权接管前安全评估工作重点和主要做法，对同类项目加强海洋石油安全监管提供了参考案例。
In the process of the operatorship transfer, it's extremely likely to occur for risks like absent management, slack mentality or staff turnover, and cause operation incidents. This article takes the case of PetroChina Zhaodong Project to introduce the main focuses and practices during the safety assessment before the operatorship transfer of a foreign cooperation project and provide a reference for similar projects to strengthen the safety supervision and management on offshore oil and gas operation activities.
