- 编制和实施五年规划是我们党治国理政的重要方式，“十四五”规划的编制集中体现了突出开门编规划、突出应对不确定性、突出高质量发展的特点。针对三大“突出”特点，总体规划研究团队发挥在规划咨询方法论领域的优势，开展了重大问题问卷调查、中长期发展战略研究论证、“十四五”多情景规划、高质量发展指标与评价体系构建、规划研究与综合管理系统建设等一系列开放式创新型研究，全方位助力公司“十四五”规划编制。
The formulation and implementation of the five-year plan is an important way for our party to govern the country. The formulation of the "14th Five-Year Plan" embodies the characteristics of highlighting open-ended planning, addressing uncertainty, and highlighting high-quality development. In response to the three “outstanding” characteristics, the master plan research team used their advantages in the field of planning consulting methodology and carried out a series of open and innovative research, included conducted questionnaire surveys on major issues, research and demonstration of medium and long-term development strategies, multi-scenario analysis of "14th Five-Year plan", high-quality development indicators and evaluation system construction, planning research and comprehensive management system construction, assisted the formulation of the company’s "14th Five-Year Plan".
